Ahead of the 2024 general elections, The Jewish Federation of Greater Harrisburg’s Community Relations Council has distributed a questionnaire to candidates of major political parties seeking federal office representing our community.
The questions were selected after careful consideration by the Community Relations Council and were provided to candidates for U.S. Senate – Senator Bob Casey and Candidate Dave McCormick – and U.S. House of Representatives (PA-10) – Congressman Scott Perry and Candidate Janelle Stelson.
Responses were limited to 500 words per question and have been edited in cases where a response has exceeded these limits. Any external links provided by candidates have been removed. The Community Relations Council did not fact-check or otherwise edit submissions from the candidates. Responses are organized by office, with incumbents listed first.

What concrete actions do you recommend to address the alarming rise of anti-Semitism in America?
I have fought against antisemitism throughout my career. I am the lead Democratic co-sponsor for the bipartisan Antisemitism Awareness Act, and have worked across the aisle to pass it in order to combat anti-Israel sentiment on college campuses. I am proud that the measure is supported by both AIPAC and the Anti-Defamation League. A version of this measure was adopted by executive order in 2019 and I continue fighting for its passage into law.
I have also led efforts to investigate and prosecute antisemitism and other civil rights violations on college and university campuses by advocating for increased funding for the Office of Civil Rights at the Department of Education. I am the author of the Showing Up for Students Act, which would double funding for the Office of Civil RIghts and provide a mandatory funding stream outside of the annual appropriations process. Additionally, late last year, I sent a letter to the Senate Appropriations Committee urging it to increase funding for the Office of Civil Rights in the Department of Education to address the increases in antisemitism and Islamophobia on school and college campuses.
Finally, I am proud to have successfully secured $1 million in federal funding for the Tree of Life Congregation in the aftermath of the horrific shooting there, to expand its programs to help students identify and challenge antisemitism.
What are your views on US Mideast policy as it relates to i) diplomatic and defensive support for Israel in general, ii) the current war between Israel and Hamas, and iii) addressing the threat posed by Iran and other hostile actors in the region?
Throughout my career, I have remained committed to maintaining the deep bond that the United States and Israel share based on our shared democratic values. I will continue to support a
two-state solution that is based on Israel’s security, the recognition of Israel’s right to exist, the human rights of the Palestinian people, as well as the Palestinian government’s rejection of the violence of Hamas and other terrorist groups. Only through direct talks between Israel and the Palestinians can such a solution be achieved.
Since the deadly terror attack on October 7, I have worked with my Senate colleagues to call for freezing Iranian assets, co-sponsoring resolutions standing with Israel against terrorism and condemning Hamas’ attack, and urging Congress to pass additional federal funding to ensure the security of Israel. I’ve called on the Biden administration to provide robust humanitarian aid to address the emergency needs in Gaza. Additionally, I wrote to United Nations Secretary General Antonio Guterres demanding that the United Nations open an independent investigation into acts of sexual violence by Hamas against Israel.
I have also been clear that Israel has the right to defend itself, including from Iranian aggression as we have recently seen, including from Iranian proxies in the Middle East, such as Hezbollah
and the Houthis. We also cannot afford to sit by and allow Iran to acquire or develop a nuclear weapon, which would threaten not just Israel but world security. For this reason, I have supported diplomatic efforts to hold Iran accountable for its actions and have joined with my Senate colleagues in calling on President Biden to rejoin the JCPOA or other diplomatic measures to ensure regional security and prevent the development of Iran's nuclear capabilities.
What abortion restrictions, if any, do you support?
The Supreme Court’s decision to overturn Roe v. Wade and a 49-year right for women was a mistake and we’re seeing the dangerous consequences all over the country. I voted for the Women’s Health Protection Act in 2022 to restore these protections to reproductive care. I also voted to protect IVF and have consistently supported efforts to expand women’s access to family planning care and contraception. I believe that our daughters shouldn’t have fewer rights than their mothers or grandmothers, and I’ll continue to fight for reproductive rights in Washington.
What do you see as the most important legislative initiatives for you to pursue in Congress if you are elected (or re-elected)?
There’s no question families are seeing higher prices at the grocery store. That’s why I’m holding big corporations accountable for increasing the price of food and household items while raking in record profits. I’m fighting for bills that would crack down on corporate price gouging and go after companies that deceptively shrink their products at the grocery store. I worked to give Pennsylvanians immediate relief with an expanded Child Tax Credit, and I am an original co-sponsor of the Working Families Tax Relief Act, which would make the expanded Child Tax Credit permanent and expand the Earned Income Tax Credit, putting more money in the pockets of working families across the Commonwealth and the nation.
Another of the most pressing issues for Pennsylvanians across the Commonwealth is combating the fentanyl epidemic that is devastating our communities. This year, I fought to pass the bipartisan FEND Off Fentanyl Act, which targets and sanctions Chinese manufacturers that produce the ingredients that make up fentanyl and Mexican cartels that traffic fentanyl into the United States. I am also leading the Stop Fentanyl At the Border Act to provide more resources to law enforcement along the southwest border to detect and stop the flow of fentanyl.
Finally, this election will be about the critical fight to protect our rights and freedom. Voters know how much is at stake in this election - I’m fighting for voting rights, women’s rights, and workers’ rights. I’ve supported legislation to protect our democracy and the sacred right to vote, including the Freedom to Vote Act to end partisan gerrymandering and the John Lewis Voting Rights Advancement Act to ensure all Americans have equal access to the ballot. In 2022, I voted for the Women’s Health Protection Act to restore Roe v. Wade. And I have worked tirelessly to fight for our union members because our economy has been rigged against workers for too long. I support the PRO Act to protect the right to organize a union and I’m leading the No Tax Breaks for Union Busting Act to end corporations’ ability to deduct union busting expenses from their taxes.
Note: Candidate Dave McCormick advised the Community Relations Council that his campaign does not, as a matter of course, respond to questionnaires, and asked to be allowed to provide a single statement instead. The Community Relations Council elected to make that form of response available in the interest of maximizing the variety of information about important issues available to the community.
As a friend recently suggested to me, the barbaric attack on October 7th was like a giant flare to the world. It shined a light on who was willing to stand strong with Israel in the face of a horrific attack on its people and who was willing to demonstrate the courage and leadership to meet the moment.
The only way forward is moral clarity and leadership. I’m running to represent all Pennsylvanians in the United States because our public officials have failed the test of moral clarity time and time again.
We need a Senator who isn’t afraid to steadfastly support our ally Israel in its fight to defend itself. My wife Dina and I went to Israel in the winter following the October 7th attacks because we felt strongly that we needed to see the situation on the ground firsthand and show solidarity with America’s closest ally in the Middle East.
We came away from our time there with two conclusions. First, Hamas’ actions were a war crime, a horror, an act of depravity, and they must be destroyed. Second, the United States must continue to provide Israel with the support it needs.
But standing by our ally Israel is only half the battle. Unlike my opponent, who rubber-stamped the disastrous 2015 Iran Deal that allowed Tehran to finance the terrorism of October 7th and more, I will be a strong voice against weakness on the world stage. We need to completely cut off Iran economically and continue to build on the success of the Abraham Accords to restore peace to the region.
We also need a Senator who will make combating antisemitism at home a top priority. I will never shy away from condemning antisemitism, no matter which side of the political aisle it comes from. My opponent claims to be a voice against antisemitism, but continues to endorse Pennsylvania Rep. Summer Lee — a known antisemite who has been condemned by members of the Pennsylvania Jewish community.
Our college campuses across the country have become hotbeds for antisemitism to take hold and spread. As Senator, I will fight to ensure anyone inciting violence is prosecuted to the full extent of the law, and that any students here on foreign visas caught committing acts of antisemitic intimidation has their visa canceled and is deported.
Lastly, if our educational spaces can’t restore order, I will push to have their leaders fired and their federal benefits cut. These schools enjoy tax-exempt status for their endowments and receive significant amounts of federal research dollars. Congress cannot allow this to continue if Jewish students do not feel safe going to class.
If elected, I will also work to finally pass the Antisemitism Awareness Act — an important bill that has been languishing in the Senate because my opponent and other Democrats are too afraid of agitating the far-left antisemites within their party by bringing it to the floor for a vote. This key legislation would expand the definition of antisemitism to match the International Holocaust Remembrance Alliance's definition.
What concrete actions do you recommend to address the alarming rise of anti-Semitism in America?
Our leaders – regardless of political party – must be unapologetic and unequivocal in our support for Israel. The campus protests and demonstrations we have seen across our Country are not “pro-Palestinian,” they are “anti-Israel” and must be described as such. Those who do not learn history are bound to repeat it, and we must teach the hard truth of how the Jewish people have been systematically targeted throughout history. Terms like “never again” aren’t just taglines; we must ensure the Jewish people are never again subjected to discrimination and violence.
What are your views on US Mideast policy as it relates to i) diplomatic and defensive support for Israel in general, ii) the current war between Israel and Hamas, and iii) addressing the threat posed by Iran and other hostile actors in the region?
Israel is America’s greatest ally. We must stand with her as she confronts Iran and its terrorist proxies. We must provide military support as well as diplomatic back-up within the international community, and the U.S. must not fund both sides of this war. Iran, Hamas and Hezbollah are terrorists. Full stop.
i) According to John Spencer, chair of Urban Warfare Studies at West Point, Israel is conducting a defensive war with the lowest civilian to combatant mortality rate in the history of warfare. "Israel has done more to prevent civilian casualties in war than any military in history — above & beyond what international law requires & more than the US did in its wars in Iraq & Afghanistan -- setting a standard that will be both hard & potentially problematic to repeat.”
It is imperative that the United States send to Israel, without delay or slow-walking, all munitions and arms she needs to prosecute and end this war. Concurrent with diplomatic efforts, particularly to ensure the safe return of all Israel hostages, living and dead, including American Citizens, Israel must be allowed to conduct the war the way she sees fit to achieve her military goals. We must remember that the terrorists/terror groups that Israel is fighting have American blood on their hands as well.
ii) Hamas’ charter includes in its preamble "Israel will exist and will continue to exist until Islam invalidates it, just as it invalidated others before it.″ This is the driving force of Hamas, led by genocidal leader Yahya Sinwar; for him, it’s a religious war, where the suffering of the Gazans is part of his plan. Why else would he refuse offers made for a potential ceasefire, including 600 aid trucks entering Gaza daily, and funds to rebuild hospitals? Current military actions in the Gaza Strip must continue until Hamas is no longer a threat to Israel, to prevent Hamas from attacking Israel again, and to remove the ability of Iran and Hezbollah to shape the geopolitics of the Middle East.
iii) Iran is the global leader in state-sponsored terrorism, with hegemonic designs on the Middle East and beyond - including the re-establishment of the Caliphate, and must be stopped.
This must be of paramount concern to the U.S. Iran, in spite of all its bluster, is a fragile entity. Its occupying Islamist government is hated by its people. It has a huge arsenal, and its ideology includes the suffering of its own people.
The China-Russia-Iran alliance poses huge threats to the United States and global stability, with Iran supplying drones to Russia to use against our ally, Ukraine.
The United States must reinstate crippling economic sanctions on Iran that remove its capability of being an oil exporter, particularly to China and Russia.
American policy has been never to allow Iran to possess a nuclear weapon, yet Iran has mastered the fuel enrichment cycle. It’s imperative that we prevent weaponization and missile development to continue. Harsh economic sanctions will curb / change maligned Iranian behaviors.
What abortion restrictions, if any, do you support?
I respect the sanctity of all human life. With regard to abortion, I have been consistent in making exceptions for rape, incest, and life of the mother. I believe in individual liberties. There is no right to or provision for abortion in the United States Constitution, and I oppose a National ban on abortion. I do not support Taxpayer-funded abortions. I am the prime sponsor in Congress of the IVF Protection Act to ensure that families struggling with fertility have affordable options. I recognize that the overturning of Roe v Wade has caused tremendous concern, but as Justice Ginsberg said at a forum at the University of Chicago in 2013, the landmark 1973 Supreme Court decision that affirmed a woman’s right to an abortion was too far-reaching and too sweeping. Justice Ginsberg recognized that the Court’s ruling was flawed and it was never going to stand the test of time or scrutiny.
What do you see as the most important legislative initiatives for you to pursue in Congress if you are elected (or re-elected)?
The number one concern I hear as I travel our district is the state of our economy. People are scared. How will they put food on the table? Pay their mortgages? Pay for fuel and electric? Pay for daycare, childcare, and their childrens’ education? Contrary to what Kamala Harris and Janelle Stelson say, our economy is not on the right track, and we need a dramatic reset. My focus remains lowering the cost-of-living, reducing the tax burden on families and businesses, and expanding opportunities for good, family-sustaining jobs here in the 10th congressional district.
What concrete actions do you recommend to address the alarming rise of anti-Semitism in America?
I strongly condemn antisemitism in our communities, schools, and the alarming rise of antisemites in American politics. According to the Anti-Defamation League (ADL) Center on Extremism, Pennsylvania has already seen 89 antisemitic incidents and four white supremacist events in 2024. This disturbing increase in antisemitism across our state is deeply concerning, and I am committed to taking action. If elected, I will support the Nadler-Goldman-Raskin resolution to implement a national strategy to combat antisemitism. I will also collaborate with Senator Casey and Senator Fetterman to advance the Antisemitism Awareness Act and I will support any legislation aimed at eradicating extremism and hate.
Unfortunately, my opponent, Scott Perry, has taken the opposite approach. His actions and rhetoric have been widely condemned for legitimizing hate groups and spreading dangerous misinformation, fueling the rise of extremist ideologies and the marginalization of vulnerable communities. Perry even referred to the controversial and antisemitic commentator Candace Owens as his “inspiration” in 2020. Additionally, in 2017, Perry voted against affirming the historical fact of the Holocaust. These associations and endorsements underscore the urgent need for accountability and a firm stand against hate and discrimination.
What are your views on US Mideast policy as it relates to i) diplomatic and defensive support for Israel in general, ii) the current war between Israel and Hamas, and iii) addressing the threat posed by Iran and other hostile actors in the region?
Since 1948, Israel and the United States have maintained a special relationship grounded in mutual security and shared democratic values. As Israel’s most steadfast Western ally, the U.S. plays a vital role in ensuring a safe, secure, and prosperous homeland for the Jewish people.
Hamas launched an unprovoked assault against Israel, beginning with thousands of rockets targeting innocent civilians and escalating into brutal violence throughout the day on October 7th. The United States must continue to unequivocally stand with Israel and support its right to self-defense. When democracy is threatened in Israel by horrific attacks from Hamas, a recognized terrorist organization, the global future of democracy is at stake. For those who share our values, unwavering solidarity is essential.
Our strategic approach to Iran must prioritize safeguarding human rights and preventing the development of nuclear weapons. We must continue to hold Iran accountable to international law. When Iran engages in covert operations or provides financial and military support that endangers millions of lives, it must face consequences. All options, including sanctions, should remain on the table. Additionally, the United States must continue to support Israel's right to defend itself against Hezbollah, Hamas, and other hostile actors in the region.
What abortion restrictions, if any, do you support?
When the Supreme Court overturned Roe v. Wade, I was live on the set and had to look into the TV camera and tell women that for the first time in 50 years, our reproductive rights are no longer protected under federal law. Women must be able to make their own health care decisions with their doctors. I will fight to ensure the protections guaranteed under Roe are once again the law of the land.
What do you see as the most important legislative initiatives for pursue in Congress if you are elected (or re-elected)?
People in Central Pennsylvania are tired of career politicians like Scott Perry, who continue to ignore the issues that matter most to us. If elected to Congress, I will fight to protect our fundamental freedoms and ensure that career politicians stay out of our most personal health decisions. One of the first things I would do in Congress would be to push to codify Roe v Wade.
I will also make it a top priority to lower costs for Central Pennsylvanians. Families in the 10th Congressional District are feeling the pressure of rising prices every day — prescription drugs and housing are far more expensive than they should be. I will back legislation to reduce prescription drug costs and ensure Social Security and Medicare benefits are never cut.
In addition, I will work to make sure Congress is accountable to the people by supporting measures to ban Members of Congress from trading stocks and prevent them from becoming lobbyists after leaving office. I will advocate for term limits and refuse to serve for more than six terms.
